Community Action Partnership (CAP) is the region’s designated Community Action Agency, administering programs that empower economically disadvantaged communities and the residents that live there to achieve the vision of Live Well San Diego. CAP is administratively located under the County of San Diego’s Health and Human Services Agency (HHSA), The Department of Homeless Solutions and Equitable Communities.

CAP’s primary target populations include very low income (125% or below the FPL) families. CAP services are driven by a community needs assessments that include feedback from key community sectors, including residents. The results of the needs assessments, including the services CAP provides in response to the findings, are outlined in the Community Action Plan.

Mission: To create a sustainable, resilient, and equitable community that empowers the economically underserved to thrive through collaborative partnerships.

Description

Support towards individual, family and community well-being, including:

Support of regional RLA efforts through a quarterly convening of RLA practitioners, as well as ongoing technical assistance and training for RLA practitioners.

Community health Worker (CHW) Evaluation

Community Health Worker (CHW) Coordination

Alternative Dispute Resolution

Free mediation services for community members provided to resolve conflict at the lowest level possible.

Earned Income Tax Credit Coalition

Co-leadership of the local EITC Coalition with the United Way and IRS, including joint funding of an EITC Coordinator position with the United Way.

Targeted training to at-risk populations regarding conflict management and collaborative communication, as well as facilitated Community Circles to support community dialogues around priority issues.

Child passenger safety training and distribution of car seats to low-income families.

Pedestrian and bicycle safety through trainings and support to resident-driven community improvement projects.

Project MOST

Training and technical assistance to small, minority owned businesses.

Job readiness training and paid externships for socially and economically disadvantaged youth.

Gang Prevention and Community Response

Services to support community efforts to address the negative impacts of gangs in low-income neighborhoods.

Whole Family / 2 Gen (WF2G)

Provide services that ensure a legacy of economic security is passed down from one generation to the next in historically disadvantaged communities.

Supports the vision of the County by promoting local community goals that build and support resilient families through various activities and engagements, including linking participants to services that support efforts toward self-sufficiency.
