During this same period, three employment programs have emerged within the UI program that focus exclusively on the reemployment of UI beneficiaries: the Short-Time Compensation (STC) program, enacted in 1982; the Worker Profiling and Reemployment Services (WPRS) program, enacted in 1993; and the Self-Employment Assistance (SEA) program, also enacted in 1993.
Recognizing the tendency by some to procrastinate, the federal government initiated the Worker Profiling and Reemployment Services (WPRS) system, which identifies at the time of filing for UI those claimants who are most likely to exhaust their benefits and refers them to services right away.
Two institutional changes have operated to counter the distancing from reemployment services resulting from technological advances in claims administration: the Worker Profiling and Reemployment Services (WPRS) system, which was established by a 1993 Federal law that requires States to refer UI claimants who are at risk of long-term joblessness to mandatory reemployment services; and the Workforce Investment Act of 1998, which requires local areas receiving funding for Federal employment and training to establish one-stop centers at which providers of various employment services within a local labor market assemble in one location.
